The Virginia Department of Forestry is charged with monitoring all logging jobs in Virginia to ensure that logging operations pose no threat to water quality. This is why it is mandatory for loggers to report any logging activity to DOF within 3 days of beginning operations.
Keep in mind, Best Management Practices are voluntary, so not all loggers follow all practices. The county forester can only enforce BMP's that if not followed, pose an iminent threat to water quality.
For example, loggers aren't required to have a pre-harvest plan, nor are they required to keep a haul road below 10% grade.
